[After much planning and coordination on Keine's, as well as her relevant helpers' part, the Emergency Response Forum was now to begin!

A clear board set up on the stage in the Draupnir Theatre today very clearly displays the main topics that they were to discuss this night, together with plenty of space for any ideas expressed to be written down. Parchment was sprawled over a single table where Keine herself was seated at, where she was ready to serve as the one to open up discussions, as well as a scribe for the entire meeting -- though in the meanwhile she has also set up her bracelet to record the entire forum's proceedings as well, for the rest of the city's benefit.

Once the Theatre had filled up substantially, be it with Traveler or Local, Keine would get up from her seat and declare the following:]

Thank you all for coming today! As was mentioned before, we are all here today to discuss about potential issues that would come up as far as Emergency Response is concerned. Now then, let's just cut to the chase and move right onto the most voted topic - Defense - to discuss about for now, shall we?

[There are also refreshments on the side, for any that might feel peckish, especially since it's about this time of night - just a small assortment of finger foods, mostly Nordic in origin, as well as a selection of various teas and other caffeine-free drinks.]

(( ooc: plenty of lateness on my part once again! Sorry about this! Log should be on a mingling basis, so feel free to tag around without me! Keine will largely be observing these exchanges here and logging them down, so it could do without her entirely as well if so wished-- though she could interject in at one point or another!

**edit: Alternatively, seeing as this log was poorly timed on my part, we could have another plotting ooc post set up, just to vaguely list down the details mentioned for each subject -- this could be things they try would try to practise during the Darkness Event itself when it struck, so there's that. Naturally, after the event is over there would likely be another such forum, as a bit of an 'After Action Review', as the military people would put it. Feel free to direct any thoughts for this to the last ooc post over here. Just start a new thread below! ))

[Samantha watched the proceedings with a cautious eye. For the moment, she hadn't registered her position, but from the way that she kept her guarded expression up and her arms crossed in front of her chest, it was clear that she had some sort of opinion on the subject. She seemed to be waiting, either to be addressed or singled out by someone, or for somebody to say either the right or wrong thing in this discussion.]

[Hisao said he was going to be here, and he had some ideas to put forward too. Not on the topic of defense, of course. He had no clue about those sorts of things. He gave Keine a small wave before taking his seat.]

[Eyes had helped to set up the necessary equipment once Keine had arrived, and though he sat among the others he wasn't necessarily going to always be talking; he was just as interested in seeing who would come as he was by the topics at hand, if not more so. Though once Keine speaks he makes the decision to make some of the first questions.]

That would depend on your definition and opinion of 'defense.' How far do you want this concept to extend to the populace?

[ Jasmine takes her seat a little nervously. While she favours a strong 'defence', that was in the context of Pokémon battling - and here, defence often meant offence. A 'barrier' system was more up her street, and she will eventually say so if prodded.

She also has a notepad full of thoughts that she's brought along, resting open on her lap with her beautiful but unelaborate cursive script inside. Feel free to nosily take a peek! There are also doodles of various Steel-type Pokémon. ]

Good to see you...although I don't know if I'll be speaking much tonight. [ An awkward cough. That's all she says. She's not great at starting conversations in public. ]

[That the forum was taking place was a good sign -- Conan was glad to see discussion on the subjects that concerned them all. Perhaps the memory of how strongly voiced the opposition to Keine's first ideas had been kept those gathered silent.

Conan frowned. He didn't really want to be the first to speak -- his seven-year-old cover was precarious enough without putting himself even more into the spotlight ... but someone needed to start things.

Well, kids weren't known for their patience, right?]

Ne ... on the subject of Defence, I was wondering ... Having a group of volunteers to patrol outside the city might be a good way for us to practice working together as well as give us warning if another party like the one we met in the woods comes close!

There's some points I want to discuss, but I'm afraid I'm not an expert. So I'll be just guessing, mainly...

Oh, beleive me, I'm no expert either. That's why I want to throw the suggestion out there and let the people more suited see if it's doable and important enough to get done.

[Leader or not, Minato's not the type to voice his opinions during debates. Particularly when it's nil atm. He'll mostly be watching and listening, hoping to gain some insight that way. It just so happens he's sitting next to Samantha.]

[Alto had heard about the meeting only recently, so he'd decided to go and see what it was about. It was being held where he worked anyway, so why not? Besides, he was interested in hearing what others had to say about a defense system for this place. He was starting to get cabin fever here. He had to do something about that.]

[Conan brought up a point Frey himself was rather keen to broach, so he speaks up from his seat.] Oh that subject.... I would be glad to volunteer for such a thing myself.

I and some others have done a quick patrol about the outskirts of town based on past suspicions. We saw nothing suspicious, at least for now. But I still think patrols are a viable option, even if there is nothing suspicion outside the city at the moment.

What are you going to propose? ...If that's alright to ask so soon...

I was going to suggest the curse census, as we talked about and also a general census so we can see what kind of a make-up we have here. I noticed there are a lot of Japanese people like me, a lot of people with Pokemon like you, a good portion of Americans as well, and a lot of people with grey skin and horns. If we had an idea of who came from where, we might be able to make things a little more familiar for people from some places. Or even just compare notes on how our various versions of each country differ.

A census should work...even if there are always people coming and going, there are definitely some trends, as you've said...there are lots of trainers like me, so maybe the gods focus on certain groups and pick travellers from there? ...Sorry, I must be rambling.

Haha! That's hardly what I call rambling. I actually was thinking along the same lines which is why I thought it might be helpful.

Personally, defense against outside influence and attacks is merely one factor within a bigger picture - without unity among our numbers, this by itself would be difficult to achieve. If it was possible, I would attempt to not only recruit Travelers, but also the locals.

After all, there would likely be some among them that would want to do what they can to protect their home, no?

Naturally, this should only be done on a volunteer basis - it simply would be too much to demand it of our hosts, and each other.

Oh, okay. [ She's getting a little more confident. ] Then that makes two of us! It's something to consider doing in the future.

Definitely, though, I want to let them finish discussing things like defense and evacuation and stuff first. While I think this stuff is important too, more than likely things to make people feel safer are best adressed first.

How many members is your patrolling team? Ideally, we would have to get an appropriately-sized team assembled, no? A team of between 5 to 8 members, to serve those purposes, possibly, which should also include at least a healer, in the case where an actual conflict arises.

And yet, even if we are capable of patrolling and ensuring that there are no incoming invaders, what would happen when it does happen? Do we have the appropriate teams and numbers to respond to the incoming threat? What kind of numbers of enemies would we look out for, so as to immediately attempt to evacuate everyone and instead simply fight off the enemy from very specific points, so as to keep them away from those incapable of fighting?

These are the more important things to discuss about, wouldn't you say?

As Keine-san said herself 'small steps.' I think if we have a regular patrol organised and regularly look for volunteers, then eventually we'll build teams of a size to deal with that kind of a threat.

Plus, having a visible patrol will show people that preparing isn't only a good idea, but practical, something we can do now. It'll advertise our efforts, and get more people involved.

That's right. A defense or guard for the town is probably our most pressing concern.

It would, but another thing to consider would be recruitment of the Travellers. While the natives may be more compliant if it meant protecting their home, we have all witnessed before that the Travellers themselves would not take to kindly to organized efforts if they believe that those who are part of them are allowed more authority than others.

Volunteers or not, there may be those on the outside who would still look at it in a unfavourable light.

Well, yes -- A leadership of some kind would naturally be established within such an organized effort eventually. But know that in such groups, such leadership would only firmly establish itself once the members of the group have grown to work well with one another, and trust each other as such. Ideally, this means that authority would be established by, and within the group itself.

And objection to such groups would also only be natural - After all, anyone would be disquieted by the fact that an armed force was marching within their vicinity, with the ability to claim the lives of others readily.
