He had brief moments of telepathy when he had first arrived in the city, but then he went to Vanaheim and his powers didn't work. He hadn't been around enough people upon his return to really test his limits.
Today, however, he was making himself look fairly innocent and approachable. He can be seen sitting near the oak tree that others are frequenting. He's not entirely sure what the deal is about people hanging up names and writing letters, but he's just sitting back and people-watching, listening to their thoughts.
