Kate is currently trying to get information from the people standing around the scene. She'd gotten the basics from Conan - hand in the sewer, either young man or woman, currently searching for rest of the body - but until the more detailed exam took place, that was all they had to go off of. Which means interviews, lots and lots of interviews, while the actual forensics team is doing the (literal) dirty work.
The natives aren't too helpful. No one seems to have noticed anyone having gone missing in the past month or so. But she's asking everyone, anyway, because that's how she was trained. "And you don't remember anything? Anyone who just stopped being around anytime in the past month or so?" It's frustrating, yes, but it's cop work. She started off at the bottom back in NYC, she can do it here.
And since there aren't any cops to actually patrol the scene, she finds herself doing a lot of shuffling of people. Please stand back, this is a crime scene, please take a step back. The last thing they need is someone else falling down into that manhole.
