Firstly, it was a child's bedtime story of the sort. And secondly - in which you shall see for yourself - Asgard is very much open to all sorts of beings. Sandman included.

Because sometimes children are far too fragile to handle the harsh realities of the world. It's better that they keep their innocence and imagination, so that they grow into healthy adults.

Lest they become psychotic and broken.
